The Facts About Warren County
A few people have been asking about the extent of Sinclair's operations in Warren County, concerned that Montgomery County levy funds are being used outside of Montgomery County. The following is posted to clear up any misconceptions.
Here are the facts:
- By state law (ORC 3354.25), all revenue from the Montgomery County levy must be used for students, programs and facilities in Montgomery County.
- Sinclair's Warren County business represents about 2% of Sinclair's overall operation. It consists of a small, leased facility in Mason, a full 45 minutes from the Downtown Dayton campus. It contains 10 classrooms and labs that serve about 450 students. Compare this to the 250 classrooms and labs in the Downtown Dayton campus serving 21,000+ students (over 15,000 of whom are Montgomery County residents).
- Sinclair's operations in Warren County are self-funding in this way:
- The 68% higher tuition that Warren County students pay compared to Montgomery County resident tuition (All Sinclair students who live outside of Montgomery County, regardless of which facility they attend, pay this higher tuition.)
- Several hundred thousand dollars in private fundraising contributed by Warren County donors
- Warren County Commission have already contributed scholarships for Warren County residents who attend the Sinclair center in Warren County
- Rent from higher education partners such as UD, Wright State, UC, and Miami who are holding classes in the Warren facility
No Montgomery County levy dollars are being used in Warren County. State law requires separate accounting to ensure this. No other sources of funding that could otherwise somehow benefit Montgomery County are being deferred for use in Warren County. There is simply no plainer way to explain this.
Sinclair is a good steward of public funds. This is evidenced by its perfect audits and its fully-owned, Downtown Dayton campus free of debt and deferred maintenance.
